Overview

Job Summary

The Voluntary Safety Programs (VSP) Manager is responsible for the overall management and administration of the Aviation & Maintenance Safety Action Programs (ASAP/MSAP) and the Flight Operational Quality Assurance (FOQA) program. The VSP Manager is responsible for managing these programs in accordance with the ASAP Program Handbook, program MOU’s, the FOQA Implementation and Operations (I&O) Plan, the applicable FAA Advisory Circulars and the Air Methods Safety Management System (SMS).

This position ensures the proper collection, protection, analysis, and use of safety information and data to support hazard identification, risk management, safety assurance and safety promotion. The role supports a just culture and facilitates collaboration amongst management, labor groups and the FAA.

Essential Functions and Responsibilities include the following. 

  • Manage the daily administration of the ASAP/MSAP & FOQA programs:
    • Provide timely oversight of the collection of ASAP/MSAP safety reports and program data to support the SMS as drivers of safety information and data.
    • Lead and facilitate ERC and FMT meetings. Directly interface with the FAA, ERC & FMT members, company personnel and associated managers on all areas related to the voluntary safety programs.
    • Manage the flow of FOQA data to include processing by the analysis system, screening of the data for accuracy and integrity, management of FOQA events and crew contacts.
    • Ensure secure handling, protection, and de-identification of program data consistent with non-punitive principles and FAR 193.
    • Develops, compiles and distributes analysis, trends and statistics based upon program data and advises safety recommendations based upon a data driven approach to safety.
    • Manages tracking of safety recommendations, hazards, risks, findings, corrective actions, contributing factors, and root causes to ensure accuracy, reporting and follow-up as necessary. Support the dissemination of safety information from the programs to stakeholders, senior management, industry and our teammates.
    • Provide oversight and maintain program data collection and retrieval, data security, protection, reduction and analysis, assessment of deviations and trends, feedback and record retention.
    • Collaborate with Information Technology, Maintenance, Operations and Vendors to troubleshoot and diagnose problems with FOQA equipment, evaluating and implementing corrective actions.
    • Prepare monthly, quarterly and annual reports on program data and information that details the scope of each safety recommendation including findings, root causes, and suggested corrective actions.
    • Participate in company safety meetings to disseminate pertinent safety critical information as well as develop safety promotional items such as posters, bulletins, newsletters, etc.
    • Maintains policies, procedures and best practices of the programs
  • Develops and delivers annual and recurrent training
  • Continuous promotion to support participation of the programs, SMS and just culture

Qualifications

Education & Experience

Bachelor’s degree (BS/BA) from a four-year college or university in Aviation Safety or other related fields and five or more years of SMS program experience in aviation in Part 135 or Part 121 programs; or equivalent combination of education and experience.

2+ years’ previous management experience preferred.

Federal Aviation Administration (FAA) Safety Management System experience preferred.

Power BI or other data modeling application skills preferred

 

Certificates, Licenses, Registrations

Pilot or maintenance technician certificate preferred.

Minimum pay

USD $77,000.00/Yr.

Maximum Pay

USD $90,000.00/Yr.
