Overview

Job Summary

The Senior Director, Workforce Development, Payroll and Analytics leads and integrates three critical HR functions: payroll operations, workforce planning, and people analytics. This strategic leader ensures accurate, compliant, and timely payroll processing; develops and implements workforce planning strategies aligned with business goals; and delivers actionable insights through HR analytics to drive evidence-based decision-making.

Essential Functions and Responsibilities include the following.  

Payroll Leadership

  • Oversee enterprise-wide payroll operations for multiple states, ensuring compliance with tax laws, wage and hour laws, and internal policies.
  • Manage relationships with payroll vendor, including contract negotiation, system integrations, and performance monitoring.
  • Lead payroll audits and ensure internal controls meet regulatory requirements.
  • Partner with Finance to ensure accurate payroll accounting and reporting.

HR Analytics & Reporting

  • Lead the development and implementation of people analytics strategies that support talent management, employee engagement, and organizational effectiveness.
  • Build and maintain dashboards and KPIs to monitor workforce trends (e.g., turnover, hiring velocity, engagement, performance).
  • Translate complex data into insights for executives, HR leaders, and department heads.

Strategic Workforce Planning 

  • Design and implement long-range workforce plans in alignment with business goals and talent needs.
  • Forecast future talent gaps, skills shortages, and workforce risks.
  • Identify and develop leadership capabilities across the organization by implementing targeted training and development programs that strengthens future readiness and promotes internal mobility.
  • Collaborate with Talent Acquisition, Total Rewards, Learning & Development, and department leaders to build internal pipelines and succession plans.
  • Drive scenario modeling to support decisions around organizational design and restructuring.

Leadership & Collaboration

  • Lead, mentor, and develop a high-performing team across payroll, analytics, and planning functions.
  • Collaborate cross-functionally with People teams, Finance, Legal, IT, and executive leadership.
  • Foster a culture of continuous improvement, agility, and data-informed strategy.
  • Monitor and improve data collection and reporting procedures for efficiency and accuracy.  Proactive approach to identifying data integrity issues.
  • Other duties as assigned

Additional Job Requirements

Supervisory Responsibilities

Directly supervises HR Analyst(s) and Payroll employees.  Carries out Supervisory responsibilities in accordance with the organization’s policies and applicable laws.  Responsibilities include interviewing, selecting, hiring, and training employees, planning, assigning, and directing work, appraising performance, rewarding, and disciplining employees, addressing complaints, and resolving problems.  For Exempt Managers:  Managers that carry out these responsibilities for two or more employees will have significant input in hiring and termination decisions

Qualifications

Education & Experience

  • Bachelor’s degree from four-year college or university; and fifteen or more years related progressive experience and/or training.
  • 15+ years of progressive HR or Finance experience, including at least 5 years of leadership in payroll and/or HR analytics.
  • Demonstrated experience managing enterprise payroll operations and leading digital transformation efforts (e.g., implementation of new systems).
  • Strong analytical acumen with expertise in HR analytics tools (e.g., Visio, Power BI, Tableau, UKG, Kronos).
  • Experience with strategic workforce planning methodologies and tools.
  • Deep understanding of labor laws, payroll tax compliance, and data privacy regulations.

  • Proficient with Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, Power BI, and Access

USD $160,000.00/Yr.
